You don't need to be a US citizen, but you have to either be a permanent resident or a taxpaying visa holder, cause you will need to pay taxes on your profits. If you make money in the US, you need to pay taxes... In the US.

Where I live (Maryland), you can buy nothing for a couple of hunders. i mean, you can buy junk that you won't to foreclose on cause it is junk that no one wants, even the owner. If you buy in hopes to foreclose on the property, you will probably need to buy 20 to 35 tax lien certificates and maybe you'll foreclose on one.

IMO, It's probably not time worthy to waste all this time and energy to find the owner, and try to pursuade him into selling the house for $300. Just buy the tax lien.

This will almost never happen - especially if there's a mortgage on the property.

If the lien redeems then you will get your money back plus the interest rate, only if the owner doesn't pay his taxes during the redemption period you might be able to foreclose.

Yes - you can get a lien with absentee bidding, sealed bids, even over-the-counter.

I think that tax deeds might make you more money, but they also are riskier than buying tax liens.
