How is this done? Can I buy tax lien certificates which weren't sold at the auction? Thanks

In some states you can, you should check with your county's office though.

That is correct, this can be done through assignment purchases, contact your county treasurer's office for more info.

In many cases this is actually the better way to get your tax liens (especially where the bid down system is used) – this way you get the full (16% in my case) interest rate
