How come there are minimum bids at auctions?

I saw that sometimes they have minimum bids like $10 000 or $15 000. Why is that? Is the county trying to make a profit? thanks

The minimum bid is there to ensure that all the tax liens and fees are covered.

It actually varies from state to state; in some states the minimum bids should only cover what is owed to the state, in other states the state is allowed to use their own judgment in order to determine the minimum bid. In some case they will determine very low bid hoping to attract as many investors as possible.
