Tax liens are simply certificates, which earn you interest rate. They have redemption period, after which if the owner doesn't redeem, you can foreclose on the property – this almost never happens!
You should look for tax deed sales if you are after the property.

That is correct – tax deed sales are forced sales since the owner didn't pay his taxes. Anyway, you should buy a book and read a bit about buying tax deeds.
