Contact you local Tax Collector's office and ask them to notify you of any pending tax sales (they'll email you or snail-mail you).
They can help you with the procedures too (they vary from state to state).

This is how the whole thing works: you purchase the right to collect unpaid taxes (these is what tax liens are about), plus interest at set by law. The owner is given a period to pay you off (the period is from few months to a couple of years) – if they don't pay you can foreclose the property.
