If I buy tax liens how do I get to own the property, what step do I take?

There's nothing you can do actually, if the owner pays his taxes you will simply get your money back plus the interest, it’s not up to you to own the property. This will only happen if the homeowner doesn't pay, and then you either get the house deed or the property goes for foreclosure (it depends on the sate you are in).
