Ok, I'll start with the local counties, but where do I get more information, and what are the costs? Thank you.

Contact the tax assessor's office; they'll give you all the information. You will have to pay a few fees, but they are really small. Then you need the cash for the liens of course.

Keep in mind that other liens might be attached to the property – you must do your homework properly before investing.
