You register for the auction, when the day comes you will (not everywhere) have to fill in a W-9 form and you'll be given a bidder card. Then you can bid at the auction; if you win you'll be given Bid Verification and Receipt Form to sign.

Then they go to the Treasurers office where you have to pay the bid amounts. Once you do that you'll get a receipt for each lien purchased, and the certificates will be mailed to you.
