They are different and vary from state to state.

This is how it works in AZ – you have to register for the sale with the Treasurer’s Office and complete a Bidder Information card. At the auction you get a bidder card and make a deposit. Then you bid.

Here's what I found on a website:
a. Complete online registration
b. Complete IRS Form W-9
c. Submit a deposit (online via ACH)
…
That's pretty much it – then you go to the auction and bid.
